Buluuli was formerly a territory of the Kingdom of Bunyoro. It was occupied by the following chiefs: Banda, Kabagambe, Kadoma, Kadyebo, Mutengesa and Princess Nyangoma. In 1896, the British government, during the reign of Mwanga II, annexed it to Buganda Kingdom. Then it was divided among the following honourable chiefs. - Apollo Kagwa, Matayo Mudjasi, Zakaliya Kizito, Paulo Nsubuga, Djoswa Kate, and Yona Waswa. They erected fortresses to protect it from enemies. On 9th May 1898, the territory was made a county.
